os-virtual-interfaces extension should take a uuid instead of an instance id

Bug Description

The other nova commands seem to be moving towards taking a uuid as a parameter instead of the instance id so the os-virtual-interfaces extension should follow suit. This will allow us to add a vif-list command (listing the vifs of a given VM) that is similar to the other nova command (i.e. nova vif-list <uuid>).
