Initial configuration of qpsmtpd fails

Bug Description

Binary package hint: qpsmtpd

Debian.Readme strongly implies that by design qpsmtpd is supposed to be configured as part of the initial install:

"If you skipped the qpsmtpd configuration step when installing the package for
the first time, and need to repeat it, run 'dpkg-reconfigure qpsmtpd'."

In fact the configuration during install fails and it is necessary to run dpkg-reconfigure qpsmtpd after the dpkg run is complete.

Steps to reproduce (note you must purge qpsmtpd if it's been installed before for this to work):

1. sudo apt-get install qpsmtp
2. ps -AF| grep qpsmtpd
Note that qpsmtpd is not running.
3. sudo dpkg-reconfigure qpsmtpd
4. answer the questions.
5. ps -AF| grep qpsmtpd
Note that qpsmtpd now runs.

This is occurs with 0.32-3 and 0.32-3ubuntu0.1~proposed1 in Edgy and 0.32-5ubuntu1 in Feisty.

Same issue also with 0.31.1-4ubuntu0.1~proposed1 in dapper-proposed.

For reference here --
I wonder if this behaviour relates to the debconf-priority setting...
Does the package install in debian (upstream of ubuntu) and automatically instigate the debconf questions etc.?
