ezoom during a full-screened app brings Unity launcher and panel back

Bug Description
Steps to reproduce:
1. Fullscreen an application, e.g. evince
2. Notice that the launcher and panel disappears
3. Zoom in using ezoom (Super+wheel up)
4. Notice that the launcher and panel is back.
Considering that the launcher and panel were hidden away during the fullscreening, I think it shouldn't return when zooming into a fullscreened application.
