Static Notebook should not show if only one tab

Bug Description

Static Notebook should simply refuse to show (or at least throw an error or something) if there is only one tab. It's obviously not being used correctly and doesn't actually do anything at all.

The label should be shown in an unsensitive state, because it may display some interesting information.

No, that is definitely not a proper behavior. If you need a section title, you should do it the proper way. If it's a window title, it should be done the proper way. Having a single insensitive tab in the middle of the page is not good.
