Bug Description
When I already have a konsole window (or several)
and top window is something else, launching a new
konsole window from "Konsoles Profiles" applet in the panel,
the new window isn't raised, often leaving the
new window completely hidden.

The bug could be in the applet - starting konsole from the K menu
or with Alt-F2 or from emacs &c doesn't exhibit the problem.
And this is in Kubuntu 11.10 (haven't tried others).
