Mean hazard curves are calculated even if COMPUTE_MEAN_HAZARD_CURVE = false

Bug Description

When performing 'Classical' calculations if COMPUTE_MEAN_HAZARD_CURVE = false in the configuration file, mean hazard curves are computed anyway. They shouldn't be computed.

I attach the input files you can use to reproduce the bug.

I tried this with the latest OpenQuake in master.
