Allow unapi bre function to default to root org unit

For most of the unapi.* DB functions, it makes the most sense to call them with a context org unit ("site") parameter value. The "bre" functions unapi.bre and unapi.biblio_record_entry_feed, however, provide primarily data that is not site-specific. To reduce the amount of up-front work required by clients to get general data from these functions, any time the org ("site") parameter is left NULL or set to "-" (consistent w/ many web front ends), default to the root org unit instead of simply returning NULL.
