bzr6081: All tribes' small production sites windows use full horizontal extent of screen

Bug Description

I tried this with old savegames, and new games, all tribes and different worlds and different screen resolutions.
It seems to pertain to small buildings only.
Also note, how the place of the scrollbar has become transparent.
This is for a Win XP SP3 system with an NVidia card.

I am not seeing this in r8086 on Ubuntu 11.04. (Might be a Windows-only issue.) I'm setting this to incomplete until we know whether this still happens in a later version, or someone are able to confirm it.

I tried reverting to 6081 to see if it had been that way, but wasn't able to see this issue there either. I did experience some crashes after clicking on buildings for a while, but it may been user error since I only compiled parts of the source after reverting (ran ./update.sh). After cleanly building r6086 from scratch I have not seen this issue again. (But I still have a backtrace, in case anyone's interested.)

don't see this on mac os x. Maybe an openGL <-> SDL issue? It also could be an uninitialized variable (just a feeling..)

Confirmed on Windows 7 64-bit with and ATI graphics card in windowed and full-screen mode.

Did not show up in r6088 on win7 64bit windowed openGL, so might be fixed.
