Dismantle sites in the fog of war look like constructionsites

We had a similar bug for constructionsites before.

When dismantle sites are seen in the fog of war the base graphic is used. It should display the last known progress picture of the dismantle side. The solution that was implemented for constructionsites is too special to accomodate for dismantle sides. A unified solution should be found.

Currently, there is no building at all. Only a road ending in the middle of nowhere (construction site) or at a white dot (dsmantle site). See also the attached screenshot. I made it some time ago. I do not know the exact build, but it was between build 18 and r6926.
It would be really nice to see the half-constructed/-dismantled building. The "nothing" we currently have looks very odd.
