Error in time zone "VET"

Bug Description

When I create a user with 'America/Caracas' timezone the server log show this warning:

WARNING:detect_server_timezone:The timezone specified in time.tzname (VET) is invalid, ignoring it.

I have checked your issue with updated code with trunk but I didn't face any warning. Would you please Elaborate more on this issue and try again with updated code and informed us where you faced the problem.
