bad error message: can't acquire lock due to permissions problem

Bug Description
When bzr can't acquire a lock because of a permissions issue, it just sits there for a long time waiting for the lock to become available, then gives me an inappropriate error message:
bzr: ERROR: Could not acquire lock LockDir(
Instead, bzr should notice this is a permissions problem, and immediately return telling me so.
