I was able to downgrade the relevant packages:
libpam- modules_ 1.1.3-5ubuntu1_ amd64.deb libpam- modules_ 1.1.3-5ubuntu1_ i386.deb libpam- modules- bin_1.1. 3-5ubuntu1_ amd64.deb
They installed without the error.
