Make IA and RSD valid parameters for INTENSITY_MEASURE_TYPE

Bug Description

Some GMPEs (e.g. AS_1996_AttenRel, BommerEtAl_2009_AttenRel, ....) uses Arias Intensity (https://github.com/gem/OpenSHA/blob/master/java/org/opensha/sha/imr/param/IntensityMeasureParams/IA_Param.java) and relative significan duration (https://github.com/gem/OpenSHA/blob/master/java/org/opensha/sha/imr/param/IntensityMeasureParams/RelativeSignificantDuration_Param.java) as intensity measure params. The name of the two parameters are 'IA' and 'RSD'. IA is in m/s and RSD is in s.

However this parameters are identified as invalid by the current OpenQuake (0.4.4). OpenQuake should accept IA and RSD as valid parameters.
