Bug Description
Since PortAudio reports the actual latency achieved, the preferences dialog should switch to that latency instead of leaving it at what the user requested. For example, on my Windows machine, the lowest latency I can actually get is 14ms. If I set it to anything lower, PA still reports 14ms. If I go higher than 14ms, PA responds as expected.
This is dependent on bug #884694.
