Unity long program menus are overlapped by indicators

Bug Description
When having a small screen (like on my laptop) and using a few indicator applets, those are overlapping the menus of programs. When clicking on an indicator, the underlying menu is activated, though, making the overlapping applets inaccessible. See the attached screenshot where the thunderbird help menu lying behind the ressource-manager applet shows up and makes the applet inaccessible.
I am looking for a way to make long menus and applets work. I can imagine several ways:
1) Allow the panel to be resized. I couldn't find a way to make the panel twice as big as with the pre-unity panel.
2) Make the menu roll to the left when pointing the mouse near the right end of it.
3) your idea...
