can't edit pages and username is blank

A user's account on wiki.ubuntu.com appears to be broken, with two visible symptoms:

  - they can't edit pages
  - their username is missing from the UI while logged in

What type of account issue could cause this? How can we fix it?

The user is <email address hidden>.

I'm not sure if we can identify and fix the root cause, but I'd at least like to get the individual account fixed.
