Waveform throwing is dependent on latency

Bug Description

The waveform scratching in 1.10 (r2859) allows "throwing" the track. This sounds good at about 10ms latency but doesn't work at 1ms. Its damping factor should be decoupled from latency so that it takes the same amount of real time to recover (for the same throw distance/speed) at all latencies.

Hm, yes. This isn't good especially because it gets worse with lower latency.

Made some big progress tonight. Now both the scratch PID controller and the inertial throwing should work the same regardless of latency.
