dash transparency sometimes shows desktop instead of underlying window

Bug Description

Sometimes, summoning the dash gives a background showing the desktop instead of the underlying windows, reminescent of the old "fake" transparency fix used in Gnome2 for non-accelerated video cards (with no Direct Rendering support)
Expect behavior: The dash should blur whatever window is underneath it, instead of bluring the desktop.
See attached for an example
also attached, is the output of lspci -vvnn

I'm not sure what other outputs might help diagnose this problem as well, but I am of course willing to provide any further information required.

Do you have 'Active Blue' enabled in CCSM ?

How do I check for that?
A quick check for "Active Blue" in ccsm yields no results, and the cssm Unity plugin does not have that any such option (at least not that I can see).
If you are referring to the blue hue around the window, that is just the shadow plugin, customized to blue...

it's likely that your videocard is slow and that the dash fallbacks to static rendering

I'm not quite sure that is the problem, Sebastien. I was under the impression that my videocard was at least powerful enough to handle this sort of rendering. Maybe I am wrong?
I wonder if someone else with my graphics card is experiencing the same issue, or maybe someone with a different card as well, to help further the discussion. As a reminder to all, my graphics card is:

tiede@laptop:~$ lspci -vvnn |grep Graphics
00:02.0 VGA compatible controller [0300]: Intel Corporation Mobile 4 Series Chipset Integrated Graphics Controller [8086:2a42] (rev 07) (prog-if 00 [VGA controller])
