Shut Down -> Restart only logout the user

Bug Description

When I use Shut Down -> Restart from the menu, it only logs me out. To Shut Down / restart, I have to do it the second time in lightdm login.

To reproduce:

1) start gnome-terminal and "sudo su" to become root
2) try to use Shut Down -> Restart

Expected: computer restarts

Here, on 11.10, computer is not restarted, but instead, I'm logged out.

If you're not able to reproduce, do the following:

1) log in via GUI to your account
2) press ctrl+alt+f1, log in and "sudo su" to become root
3) return to GUI (ctrl+alt+f7)
4) try to shutdown or reboot - computer will not shutdown or reboot, but will instead take you to lightdm
5) if you then try to shudown/reboot from lightdm, nothing will happen - it is no longer possible to shutdown or reboot a computer - confusing!

The Problem is: Ubuntu tries to shut down but sees "Ah there is an other user (root) logged in..." so it desides: "If the other user has a realy important work unsaved (or is curently working) i can't just shut down the PC"

Therefore it will not shut down (just log you out!)
If all sessions are closed (or you are the last session open) however ubuntu will shut down.

Same happens if you logged in as "guest" and havent logged out jet.

My opinion: Ubuntu should say "Sorry, person xy is still logged in. I can't shut the PC down."

Last time I was using a different distro, is was just asking: "Person XYZ is still logged in. Do you really want to shut down the computer?".
Which is an ideal solution for this.

Not sure what dm they were using though; but is must have been better engineered than lightdm (Linux by nature *is* multi user, so why this obvious fact was omitted?).

@Tomasz: that has nothing to do with lightdm, it's indicator-session used for the restart, please try to avoid non contructive comments on whetever something is "better engineered" when you just hit a bug
