Bug Description
On Ubuntu 11.10 with unity in 3D mode :
Test case A :
-----------------
1) Make the panel of icons not automatically hidden with ccsm.
2) Open an application in maximized mode. For instance firefox.
3) When moving the mouse over an icon, the floatting window describing the application doesn't appear. It is below the firefox window.
4) When right clicking an icon, the contextual menu doestn't appear. It is below the firefox window. Unity is blocked until we change workspace with the keyboard.
Test case B :
-----------------
1) Make the panel of icons not automatically hidden with ccsm.
2) Make an active desktop with conky covering the left part of the desktop.
3) Sometimes, the panel of icons is under the windows of conky, which are on the desktop and below the ones of the applications.
The only way is to reboot the computer until it works by chance.
Test case C :
----------------
1) Make the panel of icons not automatically hidden with ccsm.
2) Open an application in maximized mode. For instance firefox.
3) Call the dash with the Super / Windows key. The window of the dash is under the window of firefox. Unity is blocked until your press the Super / Windows key again.
In my opinion, the windows of Unity, either for the panel or the dash, have not the maximum Z order.
It is VERY annoying.
I can't reproduce the bug with any of your give TEST CASES though we already are aware of such an issue and are tracking it as bug 859405
