synapse should locate applications by non-localized name&description too

Reproducing:
1. Set some non-english locale
2. try to search applications by its english name/description (4ex. "software")
(see attached video)
Expected: Ubuntu Software Center should be found
What happens instead: well, it doesn't.

Additional info: unity launcher *does* perform search by non-localized descriptions.

Hi Andrei, why would a user using a non-english locale search for an english application name?

I think your suggestion would unnecessarily increase the number of search results, which is already sometimes too important, imo.

I want synapse to find "праграмны цэнтр Ubuntu" application by typing "software". You've described how synapse works right now.
