Unity Dash mistakenly treats horizontal scrolling as a click

Bug Description
affects ubuntu/unity
Steps to reproduce:
1. Open Unity Dash
2. Go to the Applications Dash
3. Expand 'Installed Results' so that the scrollbar appears on the right.
4. Move your pointer over an icon, and scroll horizontally.
5. Notice that the icon gets activated as if you had clicked it.
This is rather annoying when horizontal scrolling is enabled for two-finger
scrolling on the touchpad, as it's very easy to accidentally issue some Button6
and Button7 events while scrolling up/down (Button4 and Button5).
