After upgrade to Oneiric, boot hangs for 60s on network

Bug Description

Upon upgrading to Oneiric, booting now has a ~60 second hang.

Currently running Precise, 3.0.0-12-generic. Bootchart attached.

Not a bug in plymouth; plymouth only displays the message, it doesn't control the boot timeout.

This should only happen if there is a network interface configured in /etc/network/interfaces that is not available. Please attach /etc/network/interfaces from the affected system.

I hit this too. It seems it was caused by /var/run and /var/lock not being migrated correctly. I followed the instructions at http://kevindubois.com/blog/2011/10/14/solved-ubuntu-11-10-oneiric-ocelot-upgrade-waiting-for-network-configuration/ and that fixed it.
