factoid suggestion for subchannels doesn't work properly

It seems like factoid handling for subchannels where ubot2 is active is a bit wonky:

Discovered this whe trying to add a factoid to the Swedish channel...

In private messaging with ubottu, similar repsonses for ubot2:

I would expect most of the above commands to work, if I've undestood the bot usage correctly...

fixed, there was a hard limit of 14 chars in factoid's name, I raised it to 35 which should be a sane limit I hope.

@arand: you should be able to make factoid suggestions to ubottu once this is marked as "released"

This has been done for a while now, fix released

It seems to have been fixed for the admins with access to the bot, however an unprivileged user trying to suggest factoids still get's the responses above and does not get forwarding of the suggestion to #ubuntu-irc, provided the factoid+channel length is greater than 14.

seems to work with the code in devel, but not with ubottu. This is most likely because Ubottu's code isn't exactly the same in devel *sighs*
