Dash menu sometimes shows up behind running programs

Bug Description
Sometimes when the Ubuntu icon is clicked, or the super key is pressed, the dash menu appears behind other running programs. In order to use the dash menu in this situation, some of the other running programs must first be minimized. In the most recent case, it appeared behind a maximized terminal and Firefox, but in front of several nautilus windows and Eclipse. On another computer system, it appeared behind chrome which was the only program running.
The problem persists after the windows are restored to their maximized state.
