"Invalid UTF-8" When UID is set below 999

Bug Description
After I upgraded to the newest Ubuntu, I noticed the hidden log-in account that I had set with UID of 998 when logged in shows [Invalid UTF-8] where the name of the account should be. Wasn't like this until the newest version of Ubuntu.
