System Proxy GUI does not change Gconf values

Bug Description

Steps to reproduce:

1. Make note of the current Gconf proxy settings.
    gconftool-2 -R / | grep roxy > precondition.log
2. Navigate to the system proxy settings under Systems Settings -> Network -> Network Proxy GUI. Toggle the proxy mode, and select "Apply system wide."
3. Expect a change in the Gconf values related to proxy.
4. Observer actual result - the Gconf values do not change.
    gconftool-2 -R / | grep roxy > postcondition.log
    vimdiff precondition.log postcondition.log

This was noted while using GNOME in Ubuntu Oneiric, 11.10.
