Dash and Alt-Tab appeares in the Background only

Bug Description

After using Ubuntu Unity 3D for some time I began to notice that the Alt-Tab was not poping the usual window.Similar was the case with the dash.I could see them if I was on the desktop with out any other apps open.Else if some applications are open Both the dash and the Alt-Tab Switcher hides behind these windows.

I can confirm this is happening to me as well. Often, the launcher will only appear behind windows.

I've attached a screenshot of the bug in action.
