Synaptic crashes saying "terminate called after throwing an instance of 'std::out_of_range' what(): vector::_M_range_check "

Bug Description

When starting synaptic from either the dash or from the terminal with 'sudo synaptic', the user interface shortly flashes on the screen and then disappears. In the terminal the following message is printed:

terminate called after throwing an instance of 'std::out_of_range'
  what(): vector::_M_range_check

This re-occurs every time I try to start synaptic.

There is a difference between this bug and the bug this is linked to. In my case the update manager does not crash on startup.

Been experiencing this since 10/26/11. Update Manager and Ubuntu Software Center seem fine.

Same bug and fix confirmed as well. Bug seems to come after setting an on-screen keyboard from the Universal Access.
