Window controls not visible without mouse pointer at top of the screen

Bug Description

I can't see that this frees any useful screen space. Usually there is enough space to display the whole window title, and applets at the top of the screen (like with Gnome) are not supported.

This is another change (after the hidden scrollbars) that makes it harder to use touch screen laptops/tablets/pads. This behavior should be configurable in the control panel.
