Bug Description
Doing the following results in Unity hang and makes it use 100% CPU:
1) start Skype while you're connected to the internet
2) disconnect from the internet (i.e. cancel GSM or wireless connection)
As a result, unity-panel-service will use 100% CPU and will hang (i.e. clicking on any panel items does nothing).
