I have the same issue whether with Adept or apt-get. Same whether upgrade all or one package.

having the same issue with clean default install of kubuntu herd 5.
just after install, ran adept and update all.
just after download, got the nice error message and been kicked out of the application.
aptget fail as well
i have tried to skip x11-common but does not do the trick.

managed to progress by using :
sudo dpkg --configure -a
sudo aptitude upgrade

i am left with the following package that fail to upgrade :

The following packages will be upgraded:
  info klogd libslang2 libsqlite0 libstartup-notification0 libsysfs2
  libwrap0 sysklogd
8 packages upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

but for them i get strangely :

Err http://ie.archive.ubuntu.com feisty/main libsqlite0 2.8.17-1build2
  404 Not Found [IP: 193.1.193.69 80]

this while i could access the other upgrade on the same source.
well this was because the ie mirror seemed not be up to date.

changed for uk work fine...

I unchecked the 3 updates that would not install because of this problem
and then I rebooted and after about an hour I checked for updates again
and there was again a large batch available and when I attempted to
install them this time they all installed including the 3 that would not
install before that related to xorg. I would assume this means that
this problem was caught and the bogus download was recalled and replaced
with a BETTER one.

Thanks.

Which tool did you use?
I had this experience with adept, and I was successful in completing the
update with 'apt-get upgrade' on the command line.

This problem is different from this bug, and I've had it happen to me too once or twice: I'm guessing the list of packages is downloaded from a central source, but the packages themselves come from mirrors, which might not have downloaded the packages themselves yet. Trying again a couple of hours later always fixes this problem.

If you meant 'apt-get upgrade' fixed the 'nice' error with debconf, that was not my experience. The workaround described in bug 68267 was the only thing that helped.
