Allow unity launcher icons to be configured below the size of 32px

Bug Description
On a netbook there is not much space. Therefor some people (like me) like to have small icons in the dock.
Compiz Settings Manager (Unity Plugin) allows you to resize the icons but the smallest possible size is 32px.
Why is there this limitation? Shouldn't we let the user decide how small (or how big) he wants his icons.
Suggestion: Allow downscaling to at least 16px.

It took me a lot to find this. I came from the Ubuntu Brainstorm site. I too agree that it should be smaller. Not only on laptops but on computers using TVs as monitors. For example having a 20', 24', 27', 32' or even a 40' TV, the icons look huge. Bigger than my thumb. the limit for the 32px should be lowered to at least 8px. This way the user at least has the option to adjust the icons depending on the monitor and resolution they are using.
