running /etc/init.d/monit stop

Bug Description
I run monit as root. When logged in, and trying to shut it down as a normal user monit will display:
'Stopping daemon monitor: monit.'
But it's still running:
root 1983 1 0 10:59 ? 00:00:00 /usr/sbin/monit -c /etc/monit/monitrc -s /var/lib/
stackato 8252 7563 0 11:22 pts/4 00:00:00 grep --color=auto monit
Obviously I need to be root, or the appropriate user to stop it running, an error message should be shown at this point.
