move "School Name" to first or last under customize

I don't think this should be in the middle of the list. Either first, because it is the first thing you do, or last because you only do it once and then don't want to deal with it.

Moved to first.
Tried making it last, but after="*" did not work.

Fixed the after="*" part - it wasn't working when there are viewlets with unknown dependencies, like "levels" after "scoresystem" with gradebook not enabled.
Moved to last.

Actually, I just forgot to run tests.
First failure is because of a faulty test that worked because of a side-efect before.
Second failure is because I did not update the test.
