Selecting reboot from notification panel fails

Bug Description

If I select reboot (shutdown > reboot) from the notification panel (gear icon - top right) I get logged out and sent to login screen page, but the machine is not rebooted. If I select reboot from this login screen, it also fails.

I need to go a virtual console (ctr-alt-f1) and type in reboot from CLI interface to get my system to reboot.

System was upgraded to 11.10 from 11.04. This function did work in previous release.
