Update manager's butt-ins are unaccaptable behavior

Bug Description

Pop-ups reading "Welcome to Ubuntu 11.10 'Oneiric Ocelot'" are unacceptable for kiosks, information displays, and user accounts without administrator access. Ideally, /usr/lib/update-manager/check-new-release-gtk should only display for users who are in the admin group. Or, at the very least, there should be a configuration setting somewhere that can disable this.

this behavior inevitably affects all boxes with non-admin users.
the problem is that non-admin users are unlikely to have a launchpad account to complain about this.
