Binary package hint: bug-buddy

This is an RFE. I understand that this is not a bug-buddy bug, but they should be working together, and I cannot find a suitable package in launchpad.

'System > Report a problem...' should collect bugs when offline to send later. Currently it is only useful when it can make a direct connection to the internet. It should at the very least test for an active connection before trying to launch a launchpad page, nothing worse than trying to report a bug and getting an error from the default browser.

Options could include:
* integration with Bug Buddy
* option to make a single (preferably signed) archive which can be sent manually or automatically later

It would be very good, if the program sending reports on mistakes collected them if there is no access to the Internet and sent them when access to the Internet would appear.
