Is xcfe settings supposed to have built in support for this? If so, where?

Thank you for reporting this bug. You are correct, there is no GUI to set login options for lightdm. Please edit /etc/lightdm/lightdm.conf to set those options. You can do that by opening a terminal, typing 'cd /etc/lightdm', then using 'sudo leafpad lightdm.conf' to open the file for editing.

Shouldn't that make this bug confirmed then?

Since this application is working as designed, this is not a bug. That means this is not a valid bug report as explained above.

It's not a bug in xfce4-settings, that's all. Someone might want to create a program for that though.

xfce4-settings not being able to do that is a bug in of itself. All other ubuntu DMs can do that now.

No, sorry, the display manager has nothing to do with Xfce (for example, it wasn't possible to configure gdm with xfce4-settings). This should be a separate program, and ideally lightdm should provide it by default. So it's not a bug for xfce4-settings.
