dash etc stays in the background

Bug Description
Running 11.10 (through upgrade, not clean install).
Sometimes the dash (and the application switcher and the side panel) open only in the background. If I close all windows or switch to an empty workspace, I can still use the dash and so on.
A reboot helps. Probably a logout as well. But after some time this happens again.
Please tell me if I can add additional information.
I can not say if there is any specific event that triggers this.
UPDATE: After switching to a different wokspace and using the application switcher, it now is in the foreground again on all workspaces.
