Update-manager does not warn GNOME2 Panel users that GNOME2 Panel will be replaced

Bug Description

Update-manager presents a "New version available" dialogue to 11.04 users offering an upgrade to 11.10. If the user is currently using GNOME2 Panel this will be replaced.

  <@jperkin> so why no warning?

Ideally the notes should include a warning that the GNOME2 Panel environment will be replaced.

Kate: the usurping of GNOME2 Panel having been known a few releases, bit it appears that we haven't done enough to communicate it enough externally. Could it be added to the Release Notes retrospectively?
