libva cannot found xvba-video driver "out-of-the-box"

Bug Description
When installed libva is not able to found the driver.
Problem was seen with applications vlc (SIGFAULT), xbmc (SIGFAULT) and some time in vainfo too.
My solution for this bug is to set following environment variables:
LIBVA_DRIVER_
LIBVA_DRIVERS_
My suggestion is that somewhere during installation procedure this variables are set for all desktop users because there is applications that cannot detects correctly driver name and consequently ends in a SEGFAULT.
