Bug Description

The plugins are currently loaded using an archaic means of doing so. The Google doc (https://docs.google.com/a/thesii.org/document/pub?id=1FewEniQngYs4PpJNeMyOB_wS8uYrXXMy1yRAYcL2m6o) represents the most current plugin specification. The Section entitled "How Wintermute Finds Plugins" should be carried out to be true.

I've begun to slightly work on having some kind of CMake definitions made here on Git (https://gist.github.com/1286280).

The plugin system is fully decent, just need to add definitions for dependent packages and conflicting plug-ins and we'll be set.
