Make empty categories insensitive

Empty categories in slingshot should become insensitive instead of showing an empty view.

Is it ok if I don't display the category at all if it's empty?

Probably not. This implies that the category doesn't exist in Slingshot which would lead someone to wonder how they can create this category. Having insensitive says "We're trying to find apps for this category, they just don't exist"
