Bug Description

An account with no name (only a username) will show a row in the Switch User Account menu with a face icon, but no name.

To reproduce:

1. From a terminal, create a new account using adduser: adduser testing
2. Enter a password twice
3. Leave the optional values as the default by pressing enter (Full Name, Room Number, etc.)
4. Open the switch user account menu, and notice the blank entry

I've updated the spec to use the login name in this case.

I've included the pathological case where account A has a full name identical to the login name of account B that has an empty/whitespace full name.
