"shutdown 0" should not be accepted

Bug Description

As noticed by Michael Nelson on bug 871850, "shutdown 0" fails.

Problem appears to be shutdown not checking its args as "shutdown 0" is not a valid invocation - you need to specify and option as well as a time spec. What actually happened:

    :
* Killing all remaining processes... [fail]
* Will now switch to single-user mode
