Launcher edge activation does not work after login, until unity restart

Bug Description
1) Log in
2) Open a window and position such that the unity launcher hides
3) Mouse to the left edge -- launcher does *not* reveal!
4) Execute "unity --replace"
5) Most the the left edge -- launcher does now reveal (until next logout/login)
