make svammel aware of P-a-s

currently the P-a-s file is ignored for two use cases:

 - the populate-archive.py script ignores it and create build records
    for packages excluded by P-a-s.
 - the package copier doesn't do P-a-s (packages synced from Debian
   are still tried to build).

In the meantime it would be good for svammel to read the P-a-s file and not file reports for the mentioned packages/architectures.

This seems like over-reaching for svammel, but if we consider it a

  --ignore-file somefile

that specifies package/arch combinations to ignore then I think it's ok.

filed bug 869185 for soyuz, although I like the idea of handling it for now in svalmmel
