Bug Description
steps to reproduce:
1. make svn repo
2. make few tags in svn repo
3. make bzr branch from this repo
4. remove tag from svn repo
5. bzr pull
6. make commit into bzr branch
7. bzr push to svn repo
Actual result: removed tag in step 4 restored
Expected results:
1. bzr pull in step 5 should sync tags in bzr repo
2. bzr should track history of tags and do not overwrites previous actions

this is not duplicate.
bcs i would like bazaar to discard pushing in case of divergence (like in bug #609197)
anyway pushing to SVN repo and BZR repo are different parts of code.
