Bug Description

This branch supports the addition of 2 new org unit settings that enable jump-to-details-on-1-hit in TPac, 1 setting for the staff client and another for the public view of the catalog.

*Note jspac already supports jump-to-details within the staff client, but not from the public catalog, so that part is a new feature.
